Sukarelawan Polis Siswa Siswi (SUKSIS)
The idea for the establishment of the Police Undergraduate Voluntary Corps (SUKSIS) was initially inspired by YAB Datuk Seri Abdullah Hj. Ahmad Badawi, the 5th Prime Minister of Malaysia, who at that time held the position of Deputy Prime Minister and Minister of Home Affairs, during his speech at the launch of the 12th Convocation Expo at Universiti Utara Malaysia (UUM), Sintok, Kedah.
The aspiration to form a police uniformed body in all Public Institutions of Higher Learning (IPTA) was driven by the desire to produce excellent graduates who also possess legal knowledge, skills, are competitive, disciplined, presentable, and equipped with noble values and high self-esteem.
As a result of the first discussion and negotiation between Universiti Utara Malaysia (UUM) and PDRM (Royal Malaysia Police), a joint decision was reached to establish the first group of the IPTA SUKSIS Corps at UUM, comprising 75 undergraduates, known as the Police Undergraduate Voluntary Corps or Kor SUKSIS. Until now, 20 IPTAs in Malaysia have established the Kor SUKSIS as one of their co-curricular courses.
The establishment process of SUKSIS was in response to the recommendation by YAB Dato’ Seri Abdullah bin Haji Ahmad Badawi, who at that time served as the Deputy Prime Minister and Minister of Home Affairs. He proposed the establishment of Kor SUKSIS in all Public Institutions of Higher Learning (IPTA) during his working visit to Bukit Aman on February 4, 1999. In 2002, YAB Dato’ Seri Abdullah, as the Prime Minister of Malaysia, suggested to the former Inspector-General of Police, Tan Sri Haji Omar Bakri, to develop a curriculum in universities that could bridge the gap between students and the police, in addition to the existing Police Cadet Corps (secondary schools) and the Police Volunteer Reserve (PVR). The establishment of Kor SUKSIS is subject to the governing laws of the police volunteer reserve or PVR, as contained in the Police Act 1967. This means all Kor SUKSIS members are appointed as police volunteer reserve members, and they are entitled to all the privileges and powers of a police officer while carrying out official duties or training. The aspiration to form a "Police-like" uniformed body in all Public Institutions of Higher Learning (IPTA) was driven by the desire to produce excellent graduates who also possess legal knowledge, skills, competitiveness, discipline, and strong character, and are equipped with noble values and high self-esteem, in the mould of the Royal Malaysia Police. The specially designed three-year training module emphasizes instilling an understanding of the policing profession among trainees, in addition to equipping them with mental and physical endurance and self-discipline.
